Rozelle Bay Dry Dock

Does anyone know when the dry dock facility will be completed in Rozlle bay near the anzac bridge?

Also...this may be a silly question but I have just ordered a boat that will be antifouled, since I plan to have it on a mooring for the next few years. Then once the dry storage is built I plan to keep it there....I presume that I will need to get the antifoul stripped at that time....is this correct? Is this a difficult or expensive thing to have done?
