I have been fishing off the beach for years and have always used a simple rig of sinker running down to swivel with about two feet of line to the hook. When fishing with beach worms I notice that as the sinker is heavier than the bait that as it is cast out the bait trails behind and sometimes get fouled up. This is confirmed on retrieval where the hook sinker and swivel are sometimes all jumbled up in an unattractive mess.
Is the pater noster rig better in this regard? If so how is this set up?

A paternoster will stop the tangle from happening as much.
Tie a dropper loop or two in your leader line about 10 or 15cm long for your hooks, about 30 - 40cm from each other, and then tie a loop for your sinker at the end of your line about another 30cm away from the bottom dropper. Use a snapper, star or wire gripper sinker.
Or alternatively use crossline swivels instead of dropper loops, and run the dropper lines off them.
